Compliance Maturity Model
The compliance maturity model is a framework for measuring how automated your security controls are. Instead of treating compliance as a binary pass/fail, the maturity model scores each control on a five-stage scale from fully manual to fully automated.
The core insight: not all controls are equal, and knowing exactly where each one sits on the maturity scale helps you prioritize investments.
The Five Stages
Stage 1: Manual. A human collects and uploads evidence by hand. This is the starting point for most teams. A screenshot of your MFA settings, a PDF of your access control policy, a spreadsheet of users from an exported CSV. Manual controls are the highest-risk because they depend on a person remembering to do the work.
Stage 2: Connected. An API integration pulls evidence automatically on a schedule. Your AWS configuration is checked daily. Your Okta user list is synced every hour. The human is removed from the evidence collection step. Controls move from Manual to Connected when you install a native integration.
Stage 3: Monitored. Alerts fire when a control changes status. Connected controls verify the current state, but Monitored controls actively watch for drift and notify the team when something changes. A firewall rule being modified triggers an alert. An employee not completing training within their first week fires a reminder.
Stage 4: AI-Assisted. An AI layer interprets the evidence and prioritizes findings. Instead of seeing a raw log or a diff, the team sees a determination: this access change reduced your security posture, here is why, here is the recommended action. Claude reads the evidence, classifies it against the control requirement, and surfaces what needs human attention.
Stage 5: AI-Automated. The AI suggests a remediation action, a human approves it, and an agent executes it within a pre-approved allowlist. An access permission is revoked. A configuration is corrected. A policy is reissued. The human stays in the loop for approval, but the execution is automated.
Maturity by Framework
The maturity model applies per control, not per framework. A single SOC 2 implementation might have controls at all five stages simultaneously:
- CC6.1 (Access controls): Stage 4 AI-Assisted, because Okta integration + Claude interprets access patterns
- CC6.3 (Access reviews): Stage 3 Monitored, because the review cycle is automated but review decisions are manual
- CC8.1 (Change management): Stage 2 Connected, because GitHub integration logs deployments automatically
- A1.1 (Availability): Stage 1 Manual, because uptime evidence is still a monthly screenshot upload
Seeing this breakdown makes the investment decision obvious: promote the Manual controls first.
Why Maturity Scoring Matters
A traditional compliance dashboard shows green or red for each control. Maturity scoring shows you the trajectory. Two companies can both have a "passing" SOC 2 posture: one is passing because a human uploaded evidence last week, the other is passing because an AI verified it this morning and will verify it again tomorrow.
The second company is more defensible, more efficient, and less likely to have an audit finding caused by a missed manual task.
Calculating Your Maturity Score
A compliance maturity score rolls up from individual controls to categories, frameworks, and the organization level. A simple weighted average across all controls in a framework gives you a framework-level score between 1.0 (all manual) and 5.0 (all automated).
Most startups begin their first SOC 2 at a maturity score around 1.5 to 2.0. After implementing a compliance automation platform, scores typically reach 3.0 to 3.5 within the first six months.

Frequently Asked Questions
Is the compliance maturity model standardized? There is no single industry standard for compliance maturity scoring. Xorabyte's five-stage model maps to the practical automation levels that matter for SOC 2 and ISO 27001: manual, connected, monitored, AI-assisted, and AI-automated.
What is the fastest way to improve my maturity score? Install API integrations for your most critical controls. Moving from Manual to Connected on your access control and change management controls has the highest impact because those controls are tested most rigorously in a SOC 2 audit.
Can I show maturity scores to my auditor? You can share them as supporting context. Auditors care about evidence, not scores. But a high maturity score means your evidence is continuously collected, which makes the auditor's job easier and reduces the risk of findings.
Does maturity scoring work for ISO 27001? Yes. The same five-stage model applies to ISO 27001 Annex A controls. Continuous monitoring is equally valuable whether your framework is SOC 2 or ISO 27001.
